"I have always admired this player. He played well in the Premier League thanks to polish (Manchester City manager) Roberto Mancini," said Moratti.
Balotelli adorn the main page in the Italian media after scoring a spectacular goal in the Italian national team match against Poland on Friday (11/11).
This is the first goal in six international matches so far.
This goal is considered as an indication that it was time to Balotelli getting a bigger role in the Italian national team.
But Moratti admitted the player is not easy to repatriate them.
Balotelli had been excommunicated by Inter supporters after appearing on television wearing a T-shirt with AC Milan, which then makes it had to apologize publicly.
The more mature
He also threw the Inter shirt to the ground after his performance the audience shouted in a game against Barcelona.
"I will accept it with open arms. He is a very talented player."
Claudio Ranieri
"I'm not sure if he could return to Inter," Moratti said.
"There were several incidents in the past that makes me hard to maintain it," he added.
Moratti said Balotelli has matured and is expected to prefer a career in England rather than return to Italy.
Inter manager Claudio Ranieri says Balotelli while it could be one of the best players in the world.
"I will accept it with open arms. He is a very talented player. But I have not discussed the possibility of a return to Inter's Balotelli," Ranieri told the newspaper Corriere dello Sport.
Inter's record of achievement is less encouraging in Serie A.
In nine games Inter defeat five times to make this team was in 17th position standings, behind 13 points from Udinese's strong at the top.
But Ranieri says confident Inter will get better performances in recent weeks.
"Everything can still happen. Mentally the players are very resilient and they had a great desire to win. I'm sure the competition to become the champion is still wide open," he said.
